Pete Hines, Bethesda’s VP of PR and Marketing, spoke with IGN at E3 2016, revealing that they’re making The Elder Scrolls V: Skyrim Special Edition for PlayStation 4, Xbox One, and PC as next-gen as possible:
We haven’t really gotten into the full, ‘Here’s all the things that we’re doing,’ but the basic idea is, in all the ways possible we’re trying to improve it and make it as next-gen and appropriate for these consoles as possible. So, performance, or effects, or whatever we can do to make the game look and feel better, we’re going to give it a go.
Asked about loading times on Twitter, he replied, “I think we’d like to improve performance in all areas. I haven’t been timing load times to compare.”
He then said in the interview that Fallout 4 DLC is ending with Nuka World, “unless the team decides otherwise.”
Back on Twitter, Hines talked about The Elder Scrolls VI, which isn’t expected until Bethesda Game Studios finishes up two other large projects they’re working on. According to Hines, the next TES isn’t even in development yet:

He declined to give a timeframe on The Elder Scrolls VI, adding it won’t be out for “years and years.”
