Due to stability issues with Metal Gear Online at launch, Konami Europe announced today on Twitter that all players have been sent compensation in the form of 3000 GP:

3000 GP have been sent to all players, and the XP Boost #MGO promotional code duration has been extended from 2 to 3 weeks.

The official Metal Gear Online retweeted those two above tweets, suggesting the compensation is available in all regions.
Konami Europe adds that you should have seen a message about the compensation when you launched Metal Gear Online, and the 3000 GP should automatically be in your loadout menu.
Asked if there are any plans for more maps, the MGO account said, “We can’t speak on any plans right now.”
So far today, everything is running normally for the Metal Gear Solid V: The Phantom servers.
