As revealed during Bethesda’s E3 2015 press conference (see above), Fallout 4 will have fully-voiced male and female protagonists.
In a tweet by Emil Pagliarulo, Fallout 4 Lead Designer and Writer, it’s been confirmed that Courtenay Taylor and Brian T. Delaney will be playing the two main characters:

According to her IMDB page, Taylor has appeared in Evolve as Val, Destiny as numerous voices, many Resident Evil games as Ada Wong, the Mass Effect games as Jack, and much more.
Delaney, meanwhile, lists these in his Twitter bio: “Fallout 4, Halo 5: Guardians, Batman: Arkham Knight, Mighty No. 9, The Secret Life of Pets, Minions, Batman Unlimited: Monster Mayhem.”
When Fallout 4 launches on November 10 for the PlayStation 4, Xbox One, and PC, it will run at 1080p/30fps on consoles.
